அவர்களுக்கு மீண்டும் ஒரு கடிதம் நகல் இதோ...

                Sub:  Holiday Duty on 02/04/2015 & 03/04/2015 for Speed Post Delivery in Southern Region – Tamilnadu                 Circle – Request for cancellation – reg.
                With reference to the subject noted above, this Union is compelled to bring it to your kind notice that Holiday Duty has been ordered again on 02/04/2015 (Mahaveer Jayanthi) and on 03/04/2015 (Good Friday) for Speed Post Delivery in the Southern Region, Tamilnadu Circle.
                It has become the practice of the Regional Administration, Southern Region (in Tamilnadu) alone to order for the Holiday Duty for the Delivery work again and again despite the intervention of the Circle Head for cancelling the same on several occasions in the past. (Example : 15.01.2013, 31.03.2014, 18.04.2014, 14.05.2014)

                In this regard, we would like to point out that though the Directorate has issued clear cut  instruction on the subject not to order for duty on holidays, the Regional Administration is very frequently resorting to this practice causing much resentments in the minds of the staff in general and the postmen in particular.  Further, it is also very much defeating the secular policy of the Govt. of declaring Holidays in recognition of various Religions existing in the country and in order to respect the sentiments of its followers.
                Hence, we urge the Circle Head kindly to intervene in this regard and to cause necessary instructions to the Regional Administration, Southern Region, TN CIRCLE for the cancellation of Holiday Duty on 02/04/2015 (MAHAVEER JAYANTHI) & on 03/04/2015 (GOOD FRIDAY).

CPMG அவர்களுக்கு நன்றி.


தோழர்களே!
நமது ஊதியம், மற்றும் ஓய்வூதியம் ஒன்றாம் தேதி வழங்கிட கோரி நமது அஞ்சல் நான்கு மாநில சங்கத்தின் சார்பில் 28.03.2015 தேதியிட்டு CPMG அவர்களுக்கு கொடுத்த கடிதத்தில் கேட்டிருந்தோம். அதன் அடிப்படையில் நமது CPMG பதவி வகிக்கும் கர்நாடகா மாநிலத்தில் ஒன்றாம் தேதி சம்பளம் 
கொடுப்பதற்கான உத்திரவு போட்டு அதன் நகலை (COPY TO TAMILNADU CIRCLE, COPY TO KERALA CIRCLE) என்று போட்டு அனுப்பியுள்ளார்கள். இந்த உத்திரவு படி நமது மாநிலத்திலும் 1 ம் தேதி ஊதியம் பெறுவதற்கான உத்திரவு வரும் என எதிர் பார்க்கிறோம்.

உத்தரவு நகல் இத்துடன் இணைக்கப் பட்டுள்ளது.

நமது மாநில சங்கத்தின் கோரிக்கையை ஏற்று உத்திரவு பிறப்பித்த 
CPMG அவர்களுக்கு நமது NFPE-P4 தமிழ் மாநில சங்கத்தின் சார்பாக நெஞ்சார்ந்த நன்றியை தெரிவித்துக் கொள்கிறோம்.

பல முறை விடுமுறை நாட்களில் ஊழியர்களை பணிக்கு வருமாறு தென் மண்டலத்தில் உத்தரவு போடப்பட்டு, நமது மாநில சங்கம் CPMG அவர்களுக்கு கடிதம் எழுதி 
உத்திரவை ரத்து செய்ய வைத்தோம். ஆனால் 
எத்துனை முறை உத்திரவு போட்டாலும் மதுரை 
மண்டல நிர்வாகம் மேல்மட்ட உத்திரவுகளை துளி கூட மதிப்பது இல்லை. தமிழகத்தில் வேறு எந்த மண்டலத்திலும் விடுமுறை நாட்களில் 
ஊழியர்களை பணிக்கு வருமாறு நிர்பந்திப்பது 
இல்லை.  மீண்டும்  02.04.2015 அன்று ஊழியர்களை பணிக்கு வருமாறு உத்திரவு போடப்பட்டுள்ளது . உத்தரவின் நகல் .

            Sub:  Payment of Pay & Allowances for Staff & Payment of Pension in cash for the                                   month of March 2015 – reg
            With reference to the subject noted above, this Union would like to state that since bank operations are not opened for general transactions on the 1st April 2015 in view of closure of year-end accounts, which is equally applicable for CBS Finnacle operations also, followed by closed holidays on 2nd and 3rd April 2015 also, officials and pensioners are put to great difficulties as their pay and pensions would be credited into their accounts only on 4th april 2015 (Saturday) at the earliest.
            In the circumstances, it is requested that necessary instructions may kindly be issued to all HOs to cause payment of pay & allowances to the Staff  in cash thro’ Aquittance Roll (including the pension payments through pension forms manually) for this month alone (as that was made earlier) as per the Govt. policy of effecting payment of pay & pension (for the month of March) on the first working day of April for the C.G. Offices.

APPEAL FOR HOLDING OF ALL INDIA CONFERENCE OF A.I.P.E.U.
       POSTMEN & MTS FALLING DUE DURING THE MONTH OF DEC 2015
Dear Comrade,
      It is brought to your notice that our last AIC was held at Barabati Stadium Cuttack Odisha) from -29th Dec to 31st Dec 2013. In the notified agenda to fix venue of next Conference was deferred due to no host circle came forward to accept. Now next AIC has become due in the last month of this year.  In this connection during our CWC held at Nellore on 28th June 2014 to 29th June 2014 and CWC  at Dwarka (Gujarat) on 23 and 24 Nov 2014  the matter for hosting AIC was discussed, but no result.
     In view of the above it would be appreciated, if any circle/division is ready to host AIC may kindly be intimated within one month from the date of receipt of this letter enabling us to make further action in this regard.

THE MATTER MAY PLEASE BE TREATED AS MOST URGENT & ALSO CIRCULATE AMONG DIVISIONS

 Dear Comrades,
P.J.C.A. MEETING

As decided earlier PJCA meeting was held at NFPE office, 1st Floor North Avenue Post Office Building New Delhi-110 001 on 24.03.2015. at 2 P.M The meeting was Presided over by Shri. D.Theagarajan, Chairman, PJCA and Secretary General FNPO.

The meeting attended by both Secretary Generals and General Secretaries of both the Federations.

Before commencement of meeting homage was paid to Com. S.K. Vyas, a Veteran & legendry leader of Central Government Employees & Pensioners Trade Union Movement by observing one minute silence.

In the meeting Com. R.N. Parashar, Secretary PJCA and Secretary General NFPE presented the position of action and development on the 40 points Strike Charter of demands after PJCA meeting with Secretary (P) on 05.02.2015.

All General Secretaries presented their views and after a detailed discussion, the following decisions were taken:

1.         Disagreement was recorded on items No. 1,2,11,12,13,14,15,16,21, 25,27, 30, 31,33,34, 35,36,37, and 40 of PJCA Strike Charter of demand as the progress is not being noticed on all these items. Secretary (P) will be addressed to settle these issues as per the assurance given in meeting on 05.02.2015.

2.         Due to some unavoidable circumstances the date of Dharna in front of Dak Bhawan, New Delhi by All India leaders of both Federations is rescheduled as 29th April-2015 instead of 15th April.

3,         Notice for Indefinite Strike to be organized from 06th May 2015 will be served to the Secretary, Department of Posts, New Delhi on 06th April-2015. All Circle /Divisional and Branch Secretaries will also submit Strike Notice at all levels by organizing demonstrations in front of all important offices.

4          Campaign programme by All India Leaders of both the Federations affiliated unions has been finalized and it will be completed between 05th April to 15th April, 2015 to mobilize entire rank and file. All concerned  will fix the dates in consultation with Circle  leadership and conduct the programme to mobilize  maximum employees to participate in Parliament March to be conducted on 28th April 2015 under banner of National Council  JCM and to make them ready for the Indefinite  strike  from 06th May 2015 onwards . (Campaign programme is enclosed)

5.         Next Meeting of PJCA will be held on 29th April, 2015 on the day of Dharna by All India leaders in front of Dak Bhawan, New Delhi.

MEETING WITH PAY COMMISSION

1,         Meeting of NFPE leaders with 7th Central Pay Commission was held on 25th March, 2015 at Pay Commissions Office at Chhatrapati Shivaji Bhawan Qutub Institutional Area, New Delhi. Secretary General NFPE and all General Secretaries participated in the meeting and presented the issues very nicely submitted in the memorandums. Chairman and members appeared courteous and co-operative with positive attitude.

            GDS issues were also discussed by Secretary General NFPE and Com. P. Panduranga Rao General Secretary, GDS (NFPE) and Memorandum on GDS issue was also presented again to Chairman 7th CPC by General Secretary GDS (NFPE) . Chairman assured all possible help to this most exploited and deprived section of Postal Workers within his capacity.

2.         Meeting of FNPO leaders was also held with 7th CPC on 26th March 2015 at CPC office at New Delhi. Secretary General & all General Secretaries presented the issues effectively and Pay Commission was also of positive views on most of the items. FNPO & NUGDS also discussed GDS related issues to Pay Commission and submitted  memorandum.
